The visual cortex: where seeing actually happens

In short
Seeing is built in the visual cortex at the back of the head, not in the eye. In amblyopia the eye's structure is sound; what changes is the weight the cortex gives that eye's signal. That is why treatment targets the brain.
In amblyopia the eye itself is usually completely sound. An exam finds no structural problem, and yet the eye does not see well. That contradiction resolves once you know where seeing happens.
This article follows the signal's path from eye to brain and covers what the visual cortex does with it.
The path the signal takes
Light enters through the cornea, is focused by the lens, and lands on the retina at the back of the eye. The retina turns that light into electrical signals.
The signal leaves the eye along the optic nerve, passes through a relay station in the middle of the brain, and arrives at the visual cortex at the back of the head. Most of that route is transport; the real work happens at the destination.
What does the cortex do?
The visual cortex turns raw signal into a scene: it detects edges and orientations, tracks motion, separates colors, recognizes shapes. It does not display a photograph, it constructs an interpretation.
Most importantly, this is where the signals from both eyes meet. The cortex contains cells that receive input from both, and depth perception arises from the comparison those cells make.
So the phrase the eye looks and the brain sees is not a metaphor but a description of the mechanism.
Where amblyopia sits in this picture
In amblyopia the signal pathway and the eye's structure are largely normal. What changes is the weight the cortex gives that eye's signal: connections weaken and the information from that eye is less represented.
The consequence has two layers: that eye's visual acuity falls behind, and the skills that rest on comparing the two eyes, fusion and depth perception, cannot develop.
